Draft Minutes of the Extra-Ordinary Meeting of Sadberge Parish Council held on the
2nd August 2022 commencing at 7:15 p.m. in Sadberge Village Hall

1-8/22 APOLOGIES FOR ABSENCE
None

2-8/22 DECLARATIONS OF INTEREST
Councilors Murphy and Schott declared an interest in Item 4-8/22. Council decided that their input was pertinent to the matter but would not influence or take part in any vote if one was required.

3-8/22 PUBLIC OPEN SESSION
The Chairman requested that any matter raised be noted and considered the next scheduled meeting.

4-8/22 VILLAGE HALL REQUEST FOR ASSISTANCE TO FUND REPAIRS
The Parish Council have received a request from Sadberge Village Hall CIO, would the Council consider making a grant to assist with the cost of repairs to the Hall roof.
As the Village Hall CIO is not VAT registered it was considered, if it was possible for the Parish Council to act in a financial capacity on behalf of the VH and enable the VAT to reclaimed and pass this back as a grant.
Initial enquiries were favorable.
Motion Proposed by Chair: To provide a Grant of £5,200 (this being the VAT element of the total repair cost of £31,200)
Seconded by Councilor Best.
Council voted on motion – Unanimous (2 Councilors not entitled)

The Clerk to make further final checks regarding legality of proposal, if viable draw up an agreement between the Village Hall CIO and the Parish Council.

5-8/22 HAMPASS
The Parish Council has now had the full Grant of £500 returned, delivered by hand to the Chairman along with several emails from Ms. Lloyd in which she complains that the Parish Council acted in haste and in bad taste regarding this grant. She feels that she has been bullied and embarrassed by comments made in the Minutes of recent meetings.

In response the Parish Council state: there has never been a desire to embarrass or bully Ms. Lloyd, it has only acted to secure the refund of the £500 of public money.

6-8/22 PLANNING

To comment on New Application: 22/00689/FUL. Replace Flat roof over existing single storey rear section with pitched roof incorporating Dormer extension to side to create additional first floor habitable space, installation of roof light, alterations to existing windows and associated structural works.

Comment-Object
A Planning application for this property was Granted permission in March 2021, despite Parish Council and close neighbors filing objections. In addition, D B Council’s Conservation Officer also considered the proposal would have a harmful impact to the character of the Sadberge Conservation Area and does not preserve or enhance the area.
It appears to be a strategically planned approach to reach the point that the developer desired from the outset. The Granted application arrived at 23/3/2021 was not acted upon.
Now there is an application to increase the structures height in excess of a meter above that granted in March 2021.
This seems an act of manipulation of Planning Laws.
